In the world we live in currently, Telecom companies like AT&T, Verizon, T-Mobile can come to your city, decide where the small cell 5G towers are placed, submit an application, and your city has to approve them… if there is no protective ordinance active. If your city does not approve these towers, they risk a lawsuit from Telecom.
Good luck fighting them with your local commission. The local government will say “Our hands are tied.” In other words, they have no power over Telecom.
